I thought Cheryl was awful but had reasonable character motivation for every awful thing she did beyond LOL WOMAN MOMENT that Tomino typically writes, so she's in my opinion the best.

By the way, her voice actress ran for office in Japan's recent elections, using Gundam imagery in her campaign without permission. This may result in Emma being recast in future Zeta games or crossovers.
