How difficult is it to organize a fansubbing project nowadays?

I was hoping to commit to finishing a translation of Araiguma Rascal from the Masterpiece Theater collection and I've seen other people drop it. Is there interest in these for translation or is that a long and dead scene in the fansubbing world?

The answer, as much as you probably don't want to hear it, is to just do it yourself
You don't need a group, and hell about 65% of fansub "groups" historically are just one guy
