I attended a panel at Anime Expo a couple years ago being hosted by a gravure model. I can't remember much, but I do remember her going over the subtleties of underwear and how much ass is allowed to be shown for certain ratings?
Assuming similar rules are applied to anime, you probably don't see too many thongs in anime simply because you don't read or watch a lot of ecchi.
