Act 2 could potentially be stronger with an incredibly retarded range of possible combinations of sound attacks, In a Silent Way is pretty much the same stand and is used much better. It's like if Araki was re-reading his own work and realized Echoes Act 2 was too strong so he rewrote it as a villain.

Shit, he could even write some "heavy" onomatopoeia and it would already mog Act 3.

Because he was written to be that way.

the 'gravity manipulation" was Echoes turning "Three" into "Freeze," going from written SFX to verbal wordplay based powers. the target becoming heavier was just the means of making it freeze in place and be unmovable
Araki probably planned on giving it some other homophone based techniques but either never got around to it or just didn't come up with any he liked as much a Three//Freeze

Because Koichi is a retard who can't even use his stand properly
