Did Shizuka Kuze kill her father's two daughters, and then use a tool called the Transform Palette to create other beings as their substitutes and release them?

I was confused as well, because the newspapers say they were found but Shizuka says she'll look at the shelter workers' stomach content as well. I thought maybe she had a gadget that let her view their stomachs but I don't think Takopi gave her a gadget like that. But if she used the transform palette to create the kids then that brings up the question on who got transformed. She would have had to transform 2 life forms to act in their place.
