Human body parts certainly seem more complex than small animals and he's made that plenty of times.

during the first encounter with the boss under the church. the ladybug broach turned into a perfect duplicate of coco jumbo the turtle complete with a copy of its stand, Mr. President. the broach seemed to activate automatically (like the frog at the start) and temporarily trapped the boss inside the stand copy.
note that the whole deal with the key being used to activate the stand on the regular coco; its confirmed canon that was Diovolo's doing. nigga literally tortured a turtle, carved a key shaped dent in it's shell, and forcibly trained it to only activate its stand when the key was inserted.

also its my personal head cannon that the only reason Polnareff was able to permanently inhabit the body of our coco turtle, was because the soul of the turtle shunted back into the copy and recombined with it or idk maybe it became a split personality with its own copy like Diavolo now that I think about it.
