Why is One Piece so hesitant to make women into actual villains??? They always have some kind of tragic back story to try to make you feel sorry for them even after they display that they are a terrible human being

It's not one piece, it's everything, and it's because shonen series are largely action based and use violence to solve problems. While you can punch a male villain, doing so to a female villain is generally seen as unheroic.
