They don't. Stuff that runs this long is generally aimed at kids, and kids don't stay kids. They age out, and new kids are born to replace them. So it's very samey and repetitive but it doesn't matter because if they recycle a plot from 500 episodes ago 99% of the audience that saw it already has moved on, and the current audience hasn't seen it.

They don't keep it interesting, they keep the 'winning formula' going as long as it sells. Toss in some incremental progress once a year and you have a captive audience.

Conan is actually a fairly unique mystery of the week anime. Sure, some base concepts are recycled, but you can only do so many mystery stories before that becomes an inevitability (like a closed off mansion murder mystery, or the detective boys finding a treasure map).
It's actually a pretty good example of a series maintaining writing quality throughout extended periods of anime original materials.

If you want the actual main storyline, you read the manga, which only does around 4 "cases" a year (Aoyama spends much of the time on hiatus to actually research more novel mystery ideas).

I mean, yeah, obviously, but he still does it several times throughout the series. That invalidates your claim of him "never" growing back "once".

Conan/Kudo is fairly well developed though. If you mean him having an arc, maybe, but not having an arc is not what "flat" means.

Conan is a literal anime soap opera.
It's designed to last forever and there's just enough plot to justify keeping the show going.
You don't watch it for the overall plot, you watch it for the character interactions and the episodic nature.

Flat means the character lacks real characterization and development, which isn't true for Kudo. He's fairly fleshed out and there's a clear firm grasp of his characterization on every page.
Lacking an arc is just that- lacking an arc. Not every story needs the main character to go through an arc or a hero's journey, that's just a basic framework for basic emotional resonance and creating a small scale idea of growth that aligns with the larger narrative changes.

So, Kudo does not have an arc nor does he really "grow" beyond his relationship with Ran developing. But other characters, like Haibara, Mitsuhiko, and Ran herself all do have arcs ranging in size and complexity. None of that is an issue and none of that means they're "flat characters".
