Not at all, Hideyoshi's brother took full responsibility for dragging her there and Hideyoshi had no choice but to back down in front of his mom who wanted to keep Rikyuu (because the senile old crone was in love with him.)
Hechikan later killed himself/burned his works and his house down as he was dying, though it might well have been in anticipation of Hideyoshi ordering him killed for making him lose face as he kept refusing positions and rewards (as he had publicly declared Hechikan a great aesthete, he had no choice but to give him something, yet Hechikan preferred death over renouncing his simplicity)
But the plot with Hideyoshi's mother Omandokoro did allow Hechikan to gracefully concede the position to Rikyuu.

The main purpose of that charade was to make it look as if the Tokugawa were not bothered by the way the war was going, that they had plenty of rations left and were not worried at all. Sasuke laughed at the shrimp dance because they were so desperately trying to goof off to keep up appearances.
Ieyasu noticed how Sasuke was initially angry and composed himself, and reflected on his own behavior at Sasuke's banquet, but there's no sign that he or his men meant to slight Sasuke. That sort of petty nonsense is not Ieyasu's temperament and his men were literally too crude to realize how poor the reception was, they were genuinely hoping to awe him.
