Lu and Ru are both acceptable romanizations of る. From the Japanese perspective Lu and Ru are the same. Names that clearly have an L in them like Cloud are transliterated as ku-ra-u-do. To be clear whether you write it as Luka or Ruka, you should be pronouncing it the same.
