Why doesn’t anime use spatial audio and bass more?

I got myself a decent 5.1 setup recently and rewatched a few of my favourite anime, and was absolutely stumped by how flat everything sounded (even when the rip said 5.1 or 7.1). The worst was Redline, I had high hopes for it but compared to something like Ford vs Ferrari or Rush, it was like I was watching those films on a smartphone, the subwoofer never even turned on

Is this a cultural thing or do the japanese just not care about this?

In order to do a proper surround sound system, you have to set the whole room up for it. Space is at a premium in Japan, with small apartments being common. The average person simply doesn't have room for surround sound.

most of the shows are TV shows, and are watched on a TV, people with surround sound setups are the minority

Funny how the west went the completely opposite direction. Nolan famously mixing his movies for IMAX theatres and his new films sounding like muffled shit even on 99.9% of expensive home audio setups, or how all videogame music is bland boring slop because you are expected to just play the uncompressed 3 gigabyte audio files with a 1500 dollar open hear headphone and be impressed you can hear every drop of the flute player’s spit

I actually regretted spending so much, when I realized the only movies supporting shit like Dolby Atmos are modern netflix crap. At least I can hear Ledasha sa “umm that just happened yo” from the correct 63.8 degree angle

You already have pay sound mixer guy, if you have the raw audio channels it’s really really easy for him, albeit a bit tedious. Much cheaper than anything else in production
You can probably make an AI that can do it for you

Most Japanese stuff on average has really shitty quiet sound effects and sound mixing, games or otherwise, in my experience
If an anime has loud memorable sound effects it stands out for being so abnormal to me
Keijo!!!!! had really fucking great sfx, and one of the best parts of DB kai was how much more bassy and intense the sound effects were on average compared to the original run of dragon ball

Animations convey through animation first and foremost, the soundtrack and whatever else audio are only accompanying that. Movies convey through cinematography, which involves live sound capturing and mixing as a part of it, and acting, which makes audio a more integral issue as a consequence since they can't just have the actors record lines in a studio booth and dub it over. It's a synergy born out of necessity thing.
I also think it's more distracting for the audience if the audio is not immersive enough in a movie than an animation because of how we internalize ourselves in the scene when viewing 2D vs 3D. 2D doesn't really need surround sound, it might even make you feel dissonance. Mixing for surround sound also requires the producer to have a surround sound setup, which is unnecessary for studios in normal animation production for television so they might just not think much of it or forgot about it.

Anime isn't usually the premium experience you're describing, it's more often just a 20 minute commercial for already low-brow disposable media like manga and LNs.

Unironically how do you even do this? I've always just used the stock tv internal speakers. I can't imagine how to set up a surround system. You can really just put speakers behind you and everything? Where? How? And you can tell your tv to use those? How? It's like magic to me.

Cheapest and simplest option is to get a decent soundbar system like a Samsung Q990. Mostly because it is plug and play

You can build your own hifi, with monitors, satellites, amplifiers, but it will costs you an arm and leg, you will spend an entire day just setting it up - and if you are not an audiophile you probably wont hear the difference

Yeah the letter at the end shows how new it is, but the differences are pretty minimal. You’ll have to do some research but only 1% as much googling as trying to make your own hifi from scratch

It's 5 speakers, your traditional 2 stereos to the side in front, an additional center channel (speaker) for dialogue (this shit is the culprit of dialogue being mumbled in modern sound mixing), 2 behind to the sides to mirror the 2 in front so the sounds come from 360° and a subwoofer to extend the low frequency coming out of your system (ideally it can play down to 20Hz or close for movies)
Really you only need to pick out 2 good speakers for the stereo channels and a sub. You have to pick the right speakers for your condition, like how big the room is, how far you are from them, if you want to watch alone or for a group (you'll need ones with a wider sweet spot so audio sounds the best for everyone in the horizontal range), etc. The 5.1 sets and stuff you can buy pretty much come plug and play easily, you don't have to think about shit, but they're probably not as good as what you can get individually and for cheaper since you're cutting out speakers you don't really need.

I'm glad Redline exists, but considering how it almost bankrupted Madhouse, and after hearing all the horror stories of working conditions in the anime industry in recent years, I'm also not particularly sad that nobody's trying to follow its lead. Imagine modern studios like CRAPPA trying to do their own Redline, it'd be a disaster.
