I still have no idea how this Stand works. Can some high-IQ anon explain a few things to me?
1. How did Diavolo cut off Trish’s hand during skipped time if he supposedly can’t interact with the environment during it?
2. Why did Narancia’s bullets phase through him during the skip, but he still had to dodge Bruno’s pillar?
3. How did he even kill Narancia during skipped time?

There are some inconsistencies but the answer to a lot of your questions is that, he would have done it if he didn't skip time. Like he would have killed Narancia if he didn't skip time, so when he skips it the effect is still there. His power skips cause and leaves only the effect where as GER skips effect and leaves only cause.

Because he wasn't capable of doing that. He was capable of grabbing one person in that time. You're asking "Why doesn't he kill like 5 people in 10 seconds?" Because his power just removes him from the cause and effect but the effect of what he would have done remains, that doesn't mean he could have done anything though. It still needs to be something he could have done.

He can interact with the environment as much as any stand

probably because dodging bullets is fucking impossible for normal people with normal reactions even if they know where the bullets are going to be in 10 seconds.

Epitaph can see 10 seconds into the future. Epitaph's prediction is Fate, it cannot be altered

Diavolo activates King Crimson and it's ability removes him and him alone from Fate. Everyone else moves as if they're on rails to their fated outcome but Diavolo is free to do whatever he wants with himself. He is literally invulnerable in this state, nothing can affect him but he can't affect anything either. The exception to this is his fated actions. If Diavolo is fated to attack someone in skip time he will still attack as Epitaph predicts but Diavolo himself is intangible to what is going on and he can't perform actions Epitaph did not see.

He generally uses it for said disorientation and to cover his use of epitaph

In my headcanon, Diavolo can only donut/affect people if they were fated to be dead/affected by him during the erased time. If not, he just waits out the end of time erasure and donuts them afterwards

And we routinely see Dio give entire monologues and prance around slowly int eh span of "5 seconds". That's a completely different issue Araki has that has nothing to do with King Crimson but rather his total inability to provide realistic time frames for actions. The anime frequently makes this obvious because it's no longer hidden behind the ambiguity of comic panel time.

Epitaph looks 10 seconds into the future. This is fate. Whatever happens in 10 seconds is fated to happen.

King Crimson is able to fast forward 10 seconds into time.

All of these things were fated to happen, so KC simply skipped to when those things were happening, and avoided the dangers that were not fated to happen.This is becouse KC is immune to fate. Diavolo is not fated to do anything whatsoever. so when he skips he just avoids any damage whatsoever. Diavolo isnt able to interact with the world, but KC is

He moved when fighting Bruno so he could get behind him, he didn't have to move while fighting Risotto.

I can't explain anything else though kek

Epitaph allows Diavolo to see within the time that King Crimson deletes allowing to act within the deleted time with the knowledge of what actually happens in there.
