I guess it's likely the older guys of a police office might be too lazy to learn how email works or might not bother to ever check it. Yeah I guess it makes mroe sense to just have the IT guy handle everyones emails and
Actually I guess individual officers probably don't have an email at all, only the police station has an email, and Gai just sent to the the police station with attention to him. They probably print out all the emails for everyone.
Then again, this takes place in like 2001 right? That's plenty modern for email...

Do they? I think my employer's guidelines for our email signatures included a line like "think about the environment before printing this email" at one point. So I guess people need to be told that.
