Everyone can use swords. Only a select few people can use magic. Basically you could sub-categorize the magic-using people into a new race, maybe even a new species. It would be very similar to an AI/Robot Overlord take over, actually. It would start with the people utilizing magic showing greater worth than the mundanes, then with them quickly replacing the mundane workforce for higher profits (like you already see in the wars), then in the humanoid twist it would involve ever single man and woman, magic or mundane, trying to mate with a magic-user in an attempt to get (better) magic-producing children whether that be real or superstition, then eventually the childless mundane people being eventually suppressed, enslaved, or killed.

Honestly it's a pretty wise decision to nip it early. The only fault here is not realizing the rest of the world will unwisely capitalize on producing wizards to make their armies stronger and just wind up wiping out any mundane nation. Magic swords are pretty much their only hope at that rate cause they can at least out-number the wizards with magic-wielding muggles.

In fact, now that I think about all this, this might have actually been the reason why the king sent the heroes into the dark lands to get more aethercite. Mass producing weapons to fight off a growing population of wizards.
