Buu can definitely take damage from non-Buu opponents, but they have to be stronger than him and relentlessly pile on the damage before he has a chance to regenerate. So while he would've undoubtedly done well in the ToP, Jiren would still absolutely decimate him. It might go to a second round where he realizes Buu can regenerate and so render the damage null, but then he could just beat him again and quickly take him out of the arena. Only wild card would be if Buu were then to try to absorb him, and if he'd be able to do anything about it, but if Jiren can nullify Hit's time stop, he may very well be able to break out of Buu's absorption through sheer brute force.
