It wasn't "skipped" it just didn't get to it and they didnt get a second season. Not reaching something doesnt count as skipping it

the original adaptation did get a second season and it did in fact skip book 4
and the new adaptation has a second season coming

It was skipped.
The first anime adapted novel volumes 1-3, then volume 5.
The new anime did 1-4.
