"What if friendship overcomes everything!?" They still had some hope that maybe they could push out of the Lost Decades and make a great society. Through like, hard work and friendship.
Now, in Reiwa Era (2019-now,) that clearly hasn't worked. Japan, and the world, are both stuck in overwork and Scrooge-style renting. Tech has kinda stagnated too, whereas Heisei tech was vibrant. (think how much games improved graphically from 2000-2015 or so)
So, the society's pretty aimless, getting poorer, and that is reflected in aimless, repetitive anime and cynicism. (Think Chainsaw Man, Oshi no Ko, new Pokémon games being a buggy mess, etc.)
So, in conclusion - - civilisational exhaustion.
