The Nanoha movie wasn't even good.
It is a pseudo recap, basically inverse they made a propaganda movie about the aces, but changed things too hide certain elements and make their space military seem less incompetent.
You are basically watching that propaganda movie, which is for a hardcore fan just a bad recap.
