Didn't have the necessary power to counter it. It was supposed to boost his foresight powers, but then suddenly he was able to surpass Nine-Tailed Chakra Naruto in speed and power without using the mark that was overpowering him. Also, Fox Chakara Nardo (and Nardo's intellect as a whole) was nerfed in this arc pretty bad. He was able to destroy Haku's ice with pure chakra and brute strength, beat a giant snake, and was only stopped because he was against a sannin. Beat the crap out of Neji and Gaara at his full power but was humiliated by some bone faggot and roided sauce.

But their presence needs to be limited, and they should generally be surpassed by the next generation at some point.
