With how much mystery is surrounding the landlord's lore I wouldn't be surprised if there's a reason for her to be like that, like the Arx Fatalis protagonist being an emotionally stunted blank state had an explanation in the story
But I wouldn't be suprised if she's just like that too

I'm guessing the Chairman and all his buddies at the council wormed their way into the system when it should have originally just been the Landlord at the top followed by Apartment Men + Collectors underneath followed by regular people, because why the fuck is there a council when every single important decision is up to the Landlord and the Landlord only?

If even the Apartment Men want this cycle to fucking end and some random kid was 500 years old, they're probably all tired and want the entire building to be destroyed.
The landlord probably also initially got tired of it and wanted to end things.
It probably goes like this

Before this chapter I thought the AM might have been in cahoots with the council but the guy's reaction to Risky was strange. Maybe he just hit his head too hard and remembered his original programming

I think the landlord's dumbass gave them approval to get authority to rule all 50 non-decimal floors and that's why and how they got to do a lot of things for their own benefit, because they made it a point that some things only work in their world if you have approval from the landlord like that magic gun.
The apart men can still kinda do their own thing though if they want or get into weird circumstances like the dude that just made fried rice for the dead kid.
