Because Raiku only gave minor characters enough of a spotlight for as much as us readers are expected to not give a shit about them. It is exactly as you say, Raiku gave nobody characters a single panel. Meanwhile characters like Rodeaux and Barry, characters we are slightly more invested in, get a whole chapter.
Elleby and Cuffy are getting several chapters despite barely knowing anything about them. Raiku is essentially asking us as readers to be immediately invested in these characters we know nothing about.
Also, there is no mystery in these characters. We are immediately fed all the pertinent information involving their situation and are given answers to everything before readers can be given the chance to ask questions, like rope magic and being explained how they escaped Beliel's surveillance. Being fed all the answers beforehand makes them 100x more boring because now there is no suspense, there is no sense of wonder, we are not kept invested due to unanswered questions. The only thing we are waiting for is for Gash to succeed in his fight and for Elleby to transfer her soul to a new body.
