No because there's no clear end goal in one piece that people have been hyped about since the beginning of the series. In Naruto you knew that no matter what happened, it would end with Naruto and Sasuke reconciling after their final fight and that Naruto would be Hokage. It's what people read for, and people knew it was gonna happen, which is why the sale never really dipped and the final volume even increased in sales. Which one piece, what even is there at the end? Luffy being pirate king isn't even tangible, nobody knows what that even means. Theres no fight that has been setup trough the story for decade that actually matters. Who cares if Luffy fights Blackbeard for example. It's not comparable.
