If a Western cartoon is completely animated in Japan but is only aired in America. Is it an anime?

There were a lot of Western shows back in the day during the 1980s and 1990s that had entire episodes animated by Japanese studios. They are, by Japanese definition of the word, "anime."

Technically yes, but maybe not culturally. Usually we consider anime a cultural export of Japan.

what really matters is the country of origin of the storyboards, not the inbetweens. If all they outsource are inbetweens and such it's still a cartoon

The English use of "anime" typically refers to cartoons produced in Japan. Hence an American production animated in Japan is not considered anime, even if a lot of 80s cartoons look and move like anime. And a cartoon produced in Japan but animated in Korea is still considered anime.
