I mean this is the main problem with wano isn't it. We had some fun times with him in Udon, character establishment, then he goes and has some more fun at the start of the raid, then gets bogged down 2v1 with marco and finally sanji. And he's meant to have a whole beef with judge, but this is our first time meeting the guy. And as Kaido's third, what's he really do other than manage a region and invent on the side? Jack at least got sent on missions.
Wano is just too dense? It's rushed, then slow as balls on some minor world building, that often leads no where, or those character are just taken out instantly by some other tangent.
It feels like Oda wanted to do a massive and sprawling 'world within a world' thing with Wano, and on a level it makes sense, but the length required for it was, again, going to be longer than what it ended up being, so fatigue sets in because you know these randoms are going to disappear and ultimately aren't sticking around for the final world war. And even then, we know Wano's going to come back into play because SOME know the history and plutons still fucking buried there.
