A bunch, yeah. I like watching/reading a lot of maudlin romance drama and let myself get caught up in it. Reading manga gets the waterworks going really easily but that's usually just because I read it on an ipad lying in bed and looking up at a light source like that makes my eyes water.

Why are we like this? I'm the same, anime or fictional media in general, books, comics, etc. can make me cry, but even relatives passing away don't seem to affect me irl, let alone people's suffering, natural disasters, wars, historical genocide, etc.

everyone is like this, even normalfags, they just don't notice as much. disasters happening far away from you don't affect you because you have no emotional investment in the people there. same thing goes for when a family member you talk to once a year and have no emotional connection to dies.
if you were close to them you would feel it. much like you feel it when you watch a really good anime and are emotionally invested in their story and something really good or bad happens to them. the characters become like a real person who you're really close to.
you can feel that way about real people too but it's harder because real people are complicated and suck a lot of the time.

I only remember crying at the end of card captor when syaoran and Sakura say farewell at the airport when I was a kid.
Specifically when platinum started playing.
Last time an anime made me choke up was whem ayy setsuna meets up with Marina and hugs her.
Not even sure why those two specifically.

Very rarely, only things that did were the Code Geass ending when i was 16, when some random old dragon passed away that had appeared only in that episode on Mahoutsukai no Yome(no idea how this happened), Askeladd's death in Vinland Saga and the ending of Saikyo Densetsu Kurosawa.
Only on Code Geass was it actual crying, the rest just getting teary-eyed.

I know what you mean, literally one of the best scenes in GITS. It's sad not many have watched it or understood what it conveys about technology, the spirit and society itself. Some things run deeper than words on a page. The fact the Tachikoma gained sentience was very huge.
