Canonically, there IS a quirk that changes people's genders. It is mentioned on two separate occasions in MHA.
It just never came up in the story proper, which feels like a missed opportunity. Seems like the perfect excuse for a filler movie or OVA episode at bare minimum, or a brief arc in the manga to change things up.
You could even do something good with it as a student at UA: someone whose power really doesn't seem like it should work for a hero at all since on its surface its not combat related, but which gets trained and used to create an advantage. Basically using it as a debuff, because for the vast majority of people getting genderswapped in the middle of a fight is both psychologically and physically hampering. The best trained martial artist in the world is going to struggle when all of their muscle memory is wrong because their center of gravity has changed and their height/proportion is different. Its a period of adjustment that you can take advantage of to beat an opponent. Throw in that the character uses it on themselves too and their male and female forms are specced in different combat styles and you've god a solid character concept I think.
Also, makes for excellent disguises for obvious reasons.
