Yeah, R07's choice was quite odd here. Shion gets an arc entirely focused on her, but she isn't considered part of the main cast and is immediately reduced to almost a cameo in Tsumi.

The Deen Kai anime actually had her as a club member in the anime original arc and increased her screentime at the start of Minagoroshi compared to the VN, but even they kind of give up come Matsuribayashi and later arcs, aside from Kira.
