Magazine ToC is order of manuscript submission (there can be editorial manipulation like in any other mag) that’s why you usually see Gachiakuta or Ippo at the back, and overall the series are all over the place. However, the series being constantly at the bottom (unless a reason like To Your Eternity) are there because they perform badly.

And manga without anime adaptations, barring incredibly popular mainstream shit (and series that are catapulted into memedom like Kagurabachi), never gets much attention outside of certain circles. The main manga board on reddit has been dying for years, and even if it wasn't, people can't post scans of the mangs to discuss it because they ban posting official scans, so it has no room for growth there. Their anime board is dying as well. As for Shitter, I wouldn't know. I hate the site and have never used it so I have no idea how fandoms even form there.
