Again, there is no true proof that BB inherited his father's will. Loki is far more alike to Rocks whilst also seemingly having a deeper connection to him. BB just seems to have taken a darker road which goes against Rocks' principles.
So I think the theory that Loki inherited Rocks' will has a lot of validity. Also, in case you've forgotten, Luffy inherited Roger's will but isn't blood related to him either lol. Inherited will has almost nothing to do with bloodlines and Oda has repeatedly emphasized the importance of found family.

I simply don't see any reason for BB to be final villain when he can perfectly serve his role as the rival to the MC for the pirate king title. There is no point in him being the very last bad guy to beat and nor is this necessary.
He doesn't need to be the final villain to be a good villain.
Whereas, you can't really do the same with Imu. With the way the WG and Imu have been set-up as overarching, big-time bad guys behind every atrocity in the world...well, sorry but BB kinda falls short.
Even if you want to make an argument for personal animosity, Luffy hates Akainu more than Blackbeard. In fact, during Fishman island, Luffy reacted more passionately over hearing Akainu's name rather than Teach's.

well since the God Valley flashback introduced the concept of the "King of the World" (Davy Jones), that means its likely that BB's goal is not to be King of the Pirates but to be King of the World which means his primary goal is the seat at the top of the world which is inhabited by Imu which just so happened to kill his dad making BB the strongest and most narratively supported candidate for taking out Imu rather than Luffy.

thematically, the main conflict seems to be about freedom and control
Joyboy likely on the side of freedom, Imu likely on the side of control
Blackbeard, once he completes the narrative established by Rocks, can easily fill that "seat" of control over the world (look at how he runs Hachinosu).
That sets him up as the inheritor of the Davy D. Jones will/lineage, puts him in the same "generation" of pirates as Luffy, and puts him as the king to unseat for Luffy to create a world of freedom for all of his friends, not he "fake" freedom represented by Blackbeard
