Reg's a cowardly kid in a superpowered body, especially at that point in the story. He wanted to not cause further damage, didn't want to cut off her arm in the first place, and wasn't even close to being mentally prepared to amputate his friend's body parts. Lots of adults would shit themselves if they had to do that, imagine a kid.
