Deku got screwed over because Hori only really cared about his plot and is one of those loveless autists that don't bother to include romance in their story except in the most abstract form, because they've never experience it themselves and don't know how it works or even why they should want it.

Think about it. Its not just Deku, there isn't a *single* developed romance in the entire story. Not one. The most you have is two characters that were introduced as a pair at the start already in a lovey-dovey relationship, but they are just as much in stasis as any of the US students are. No one romantically pursues anyone else in this manga, no one develops feels and confesses their love or kisses or asks to go on a date. It just... doesn't happen.
I legit think the closest thing to romance in the entire story is Toga's irrational obsessions.

Not focusing on romance was a deliberate decision. As Hori said, it tends to be all people talk about when it's there (a polite way to say it gets much of the audience rabid). And since it's a very selfish emotion, it doesn't fit with the story's main theme of universal compassion.

It's weird right? I don't want everything to devolve into a harem anime or some romantic tetrahedron but a single romantic interest really goes a long way to ad some flavor to the story and some extra humanity to your characters. Shounen anime is especially weird because there will be eye candy and fanservice in every direction but the characters are somehow at the same time utterly sexless. And it's not as if I want the hero to turn into a massive perv but you could at least act like you know girls exist. Even when there is an actual love interest the MC will often fixate more on his rival than his romance. I'd almost wonder if it was a matter of target audience but even younger demographics will often get some romance in there.
