to summarize it was just 2 layers of white paint on top of each other in gimp and they are set to overlay or hard light mode depending on which mode looks better
1 layer is drawn with a regular big circle brush and the other layer is with a smaller brush for details
then you use the warp tool to adjust the shape better
but overall the cumbrush preset pack for photoshop might give better results and its easier to use
