Use some fake kids as leverage. Men are pretty low on the totem pole, at least for accommodation for discomfort. Infants and pregnant women are up there, so make up a fake family and use them. Mexicans and hispanics in general understand family, so you might have some luck talking to him in rough Spanish how pissed your baby mama is right now.
I used to break up AirBnB parties next to my house by coming over to their door, knocking loudly, looking tired, and saying in an assertive, end-of-my-rope tone: "Please keep it down, my 6 month old just woke up due to your noise." No threats, just that. Most normal people will turn it down. If they continue, the cops are next to call. Cops only show up when shit is going down, so get a burner phone and say someone is exposing themselves in the front yard.
Check the local regulations for when they can actually start work like this. Contact local politicians if you need extra pressure or whatever.
