Is it cheating if someone you have been talking to for months says you aren't dating but says you are probably going to date when their personal irl issues get better, for you to talk to other people while talking to them?

Sounds like they stringing you along which is unfair but if you both have expectations that there is some relationship expectation than breaking that probably isn’t a good thing to do assuming she’s actually serious and being loyal

If they are not dating you then that means that they passed you up or are not interested. It's not fair for them to charge you in any way if you go and be with someone else who wants to do sexual things or whatever with you.

The only time judgment is fair is if you offer to be in a relationship with them and they say no and are with someone else. That's essentially a level of respect and love that can't be easily repaired and I completely depends on what is lost during that time that they gave to someone else. Some things cannot be fixed.

ldk if its cheating, but i know the other person would feel hurt about it, and if im interested in someone, im going to make it a point to not damage a relationship i am trying to build with them. But then again im a foid, so there's that i guess.

Then you can leave it open ended, and if she ever accepts, maybe you are in the right position, maybe you have married someone else. Can you have more than one offer? Surely she would understand if she takes a long time.
