Here's how I would fix most pet animal welfare issues (at least in the West); I haven't decided yet about how to deal with the many issues plaguing livestock. I'm Australian, so a lot of my points will be from that lens. I'm not a bleeding heart, I'm not a vegan, I don't support PETA; I think these are very easy, practical things that can be done right now to help animals we keep as pets. I know some of you will think these are controversial.
>All dog breeders not only require a licence, but each bitch can only have one litter every two years minimum
>Pitbulls are to be no more as a breed. The dogs live confused, aggressive, lives of pain and inflict pain on others. Each Pitbull is to be adopted, and requires the same licence a dingo does, and any Pitbull pups are to be culled. The breed will be gone in a decade.
>All cats are to be kept indoors, or to have a suitable, restrained cattery outside. Cats caught outside are impounded, and, if not claimed, culled, as in Australia
>Much like with dogs, each cat breeder is to sire one litter, but because there is such a prolific problem with strays and feral cats, they will be forced to sire a litter every three years, not two.
>Both cats and dogs must be desexed if not bred.
>All parrot breeding is outlawed. Parrots can be owned, and I don't think a licence to own them will make much difference (at this stage), but every single parrot is to be adopted. After a grace period of about a decade or two, MAYBE the parrot trade can resume, with breeders HEAVILY licenced, and requiring aviaries. No hand rearing is allowed, and owners must also then have a licence teaching them taming techniques from an 'untame' bird.
If you break these regulations, you get a fine, to the amount of about minimum 5000 USD/10000 (aka the cost of a designer dog).
