Japanese deer that regularly get feed deer treats by locals would not be wary of human scents enough to abandon fawns, as they would have acclimated to their presence and would associate the smell with food.
But foreigners have different scents from the local Japanese.
So it could go either way.

i would trust a local unless it was obvious they were about to drug me with special chinese herbs in the tea they're serving me so that they can harvest my organs while im unconscious
making a scene as a tourist is really annoying because you probably wont win or just end up causing a lot of trouble around you, that's why you have to read up on stuff like scams and tricks ahead of time since its better to just not fall for them in the first place

You say that to children because it's an effective way to keep them from touching wildlife and to help them with their moral development. An adult know it isn't true, but nevertheless sees the value in that. It's the same as e.g. not appearing weak in front of them.

To summarize
