Also you probably already know how to calculate bitrate, but I usually start at 500. I that results in say 3.57MB file, you do next 2/3.57*500=280 and you should it 2MB mark exactly.
If it's just little bit over, you can try to trim 0.5s from it at the end, since that doesn't require reencoding so it's instant.
