You can argue the top version is solely to attract viewers and is not relevant to the story.

Maybe there's an argument for its impact being greater because of this... but if weighing the cost/benefit of this, which version is better for society?

I prefer the look of the second but the top is what is best for the world. Society needs chronic exposure to such things until it stops throwing tantrums and trying to censor or harm others over it.

Depends if the males of that society are so weak that they can't even look at breasts without losing their higher mental functions. In many cultures the only way the men could not rape every woman in sight is forcing the women to cover themselves at all times and even then it didn't stop just reduce it.
