Restaurants include cooks and wait staff, and food that is usually moist. COVID generally spread via moisture. If a waiter or cook didn't show signs of COVID but still had it, and they did anything from talking or sweating, it was basically guaranteed you'd be catching it. That didn't mean ordering delivery wasn't still risky, but it was a lot less risky than being on a restaurant patio with a dozen other people and at least half as many waiters moving between.
