How you would to get an "atomic concept"?

I've been breaking my mind with this problem
obtain minimal units of meaning with which to construct complex ideas

analogous to atoms, but instead of forming matter, they would form abstract concepts

how could I do it?

You would have to have an interpreter to understand them as such. What you want is something in your own mind. You want meaning in abstract form, from a combination of material elements.
So, that requires you only see them as being such.
