Early warning systems, BEFORE hypersonic missiles, were good for 30 minutes before landing. That's because missiles got so fast, we detect them practically the second they leave the dirt, but it doesn't matter if it only takes 30 minutes to cross 2,000 miles.
Presumably, if you're correct, then the physical limitations of a missile launch still exist, so at most, the earliest a person could be warned of ANY missile is... 32 minutes.

From Palo Alto to New Zealand is 12+ hours. What if concorde existed again? A little over 5 and a half hours. What if it was some super fast jet that went above Mach 2?

This is entirely ignoring that he's not going to fly safely into his bunker, he's going to land and drive to a place where he walks into his bunker. That drive time will not happen.
The EMP from hundreds of Nuclear Explosions a few hundred kms away will knock any plane clear of any electronic signal, of any kind. EMP shielding has to be 100% continuous, holes in the shield of nearly any size will allow the EMP to effect your electronics.
Tl;Dr no one is this stupid so as to believe being rich actually alters your survivability.
