That is because you’re glitching the calculator mechanism and it’s not able to show a correct response. Sigh.
Allow me to explain.

When you input the equation into a calculator, it’ll first do 6x3, then it’ll do the +2. At this point the machine thinks the answer is 20.
The next part of the equation is 3-20. But the machine’s answer is stuck on 20.
So it runs against the correct order of operations since it’s unable to input the answers on a progressive timescale.
It’s one of the major limiting drawbacks with calculators, and why calculators are usually used for one equation at a time when things start getting more complicated like with physics calculations and so on.

Allow me to explain that -17 is the correct answer and that BODMAS is the correct function, (addition before subtraction).

Say we have a different equation. One that won’t glitch the calculator mechanism.
So let’s say we have 2 + 6x5 - 7.
Putting this into a calculator we get 25.
6x5=30+2=32-7.
addition is clearly the correct position.

if it goes prior to substraction, because if subtraction was first, we would get 6x5=30-7=23+2.
Because BOTH instances in this manner add up to 25, the calculator is able to show the correct result.
But because both instances in the OP’s equation do NOT add up to the same answer (we get -13 if we do subtraction first, and -17 if we do addition first) it shows the incorrect one and glitches the calculator because it doesn’t know which one to show.

An equation with a differing answer dependant on addition/subtraction orders will input an incorrect response on a calculator. And equations with the same answer (position is irrelevant) will work as expected on calculators.

First we need to know that 3 * 6 = 6 + 6 + 6. But it's - 3 * 6, so it's - 6 - 6 - 6

3 - 3 * 6 + 2
3 - 6 - 6 - 6 + 2 = - 13 (throw this on any regular calculator, as it's just sum ans substraction the other doesn't matter)
