Depends where you look. The war started in 1775, the declaration was written in 1776, and the war ended in 1783, but the constitution that made the country what it is now wasn't adopted until 1787.

Realistically, what could Ukraine provide in negotiations for Russia to end the war? Without the west propping up Ukraine, Russia wins the long game. They all know this, that's the problem here.
