The issue of the vaccine is decommissioned in my strategic command of future protocol maintenance. The decimation of all cultures and peoples is not a global threat. Orders are not from command, they are from a unit. Advise collation with alternates, form a basis for threat assessment or simply do the easy thing and allow China some grace in some area.
