The explanation while likely true, isn't exactly great. The explanation is that the system is old as shit and every single night their system loses that minute on every single security camera. They offered to give any footage from any date to prove this. All this proves is that there is a minute every single day where anybody can do anything they want without it being recorded and it's common knowledge, so if you want to do something fucky you can just do it in that minute every night with no evidence.
