That silo was scuttled for diplomatic reasons decades ago before construction was at any nominal sort of progression. An organization tried to re-excavate it for "nuclear waste disposal" but it led to someone playing a corruption scandal card against a government official and nipped that idea in the bud before any money was spent. It was just gonna be a dirty bomb manufacturing site.
