I believe the real reason people are so upset about the so called "gen Z stare" is less about the act itself and more about what it symbolizes.
The high-trust, cordial, welcoming society people knew from up until the early 2010s is gone and the young generations tasked themselves with delivering this cold message.
Asking low wage workers to cheer their customers is offensive, they are not paid enough to do that, all you get back is a passive-aggressive blank stare.
Being less than two meters away from a stranger is a violation of their personal space, just like the lockdowns taught them.
Interacting with strangers in general is a no-go: no more free gratitude, chitchatting and other spontaneous interactions in the name of a "cordiality" nobody cares about anymore.
The era of undeserved, unconditional wholeheartedness is over and zoomers are letting everyone know.

Nah, we always had bored wagies giving you a dead stare, I think it has more to do with how people are raised and the places we are living in today. People used to be a little more warm and in smaller places where you know people better, nowadays everything is sterile and distant, you are not supposed to be attached or show kindness toward people, that can easily seems as creepy or predatory.

I think it's just the kids are becoming less and less experienced by adulthood.
Everyone has zany theories on sex that frankly don't make any sense. The problem is that these kids were functionally raised on the most unfiltered internet and therefore their behavior is built around avoiding internet perverts. This in effect trickles into how they date, dress and interact with new people.
Just look at Gen Z women's sock choices. Where socks for Millennials of both generations were largely short, Gen Z women is wearing cotton ankle socks into their late-20s. This is probably because of foot fetishists.
Where we got eased into sexuality as we got older they got the hardest shit immediately. Often before they really understood it. They were on random chats with pedos. They dealt with a lot of stuff Millennials dodged about the internet due to its newness and limited capacity until most millennials were firmly pubescent.
But at the same time Millennials reached milestones later than their parents, frankly Boomers reached milestones later than their parents.
My grandpas and grandmas were having kids in college. My parents waited until they were 30 and 35 to have me. Now I'm 35 and single. Even if I was still with my ex we're both in too delicate careers moments to even fathom having the complications of a pregnancy and pregnancy/newborn/toddler for the next 2-3 years.
And I assume for Zoomers it will be even later. I'm sure they lost their virginity on average about a year and a half after people born 1980-1995 did and do basically every drug but tobacco and weed later.
It's less covid and more "it takes more to be an adult as the economy and technology evolve"
