COVID-19 was China testing the effectiveness of a lab-grown superbug, along with the response time and protocols of the West. They were more than willing to sacrifice their own people, as the Chinese are basically insects on two legs. Now that they know Western nations, especially the US, will not allow any preventative measures to be implemented again and will resist any attempts at masking, vaccinations, etc. they'll prepare a more deadly and debilitating strain and "accidently" unleash it. They're waiting to see if civil war breaks out in the US as trump concentrates power in the executive branch and shreds the constitution. Once the US is fully divided and at war with itself, it'll be the perfect time to let slip the germs of war.
