Sure they can be loud and sometimes off-putting, but they don't mean to be. They are genuinely some of the happiest people I have seen.

It's becoming more common for companies to allow mentally disabled people to work part time under supervision, I think.
A friend of mine works for an assisted living company - he works mostly with people who have autism. Most of them are very functional, and going to work (for some) is the highlight of the week!

I'm not in the US, and I have no Walmart around me, but a local chain tried to introduce a similar thing like 3-ish years ago. I was kinda happy and curious, so I checked it out.

The lights were turned down, and the crappy radio was also turned off, which made the silent shop kinda unusual (though not bad). Except for... the people came in with their kids who didn't give a fuck, and were doing indian dance around everyone, while their parents were selecting their best and cheapest store brand bier for the evening. So it was pretty much like usual, but a bit darker.

That was my first and last time I went to that shop specifically during those hours.
