If someone flips two coins at the same time, doesn't show them to you and they look at both of them and see 1 or 2 heads they can say "at least one is heads", likewise they can flip two coins in succession look at them and say the same thing if they see 1 or 2 heads. that's why it doesn't make a difference.

each with 1/4 chance of occurring. The question eliminates the TT state, so only the states of HH, HT, and TH are possible. Each has a 1/3 chance of occurring. Therefore the answer is 1/3 for HH.
